Details
We need to limit the length of the abuse report user-entered text to prevent misuse and improve performance. The limit will be 10,000 characters. We need to expose the character limit in the abuse report flow, probably next to the textbox in the last step.
Emanuela, could you provide some UX for this, please?

I am wontfixing this bug since Bug 1893116 will remove the built-in UI.
