Having the post-install panel has introduced a number of problems, see blocking bugs.

The post-install panel should probably just go away.

The incognito checkbox should move to the permissions prompt or some other prompt. We need to also address when panels specific to newtab, homepage and search defaults are shown.

Open to better ideas.

Priority: -- → P2

We need to rethink some UX flow around our panels, lets get this on the radar.
