The extension shortcuts page has an HTML browser element that it's rendered in similar to the updated HTML views. The shortcuts view should be merged into the HTML view so we only have one view browser.

This moves the shortcuts view into the regular HTML views so they can eventually share a header. This also reduces the number of browser on the page by 1 \o/

Hello,
Could you provide some STR in order to verify this fix? This, of course if it requires manual validation. If, however, manual validation is not required, could the "qe-verify-" flag be added? Thanks!
