Steps to reproduce:

install firefox from http://ftp.mozilla.org/pub/firefox/releases/68.0.1/win64-EME-free/en-GB/Firefox%20Setup%2068.0.1.exe on windows 10-64

Actual results:

Firefox icon was pinned on windows toolbar

Expected results:

Firefox icon should not be pinned to windows toolbar or there should be an option to control this behaviour. Currently firefox setup has a custom mode which activates two related options: 'create icons for firefox:' 'on my desktop' and 'in my start menu programs folder' but unchecking both has no effect, toolbar icon is still pinned. Perhaps a third option should be added or one of the existing options uses to control toolbar icon creation. This bug is present in installers for 68.0 and 68.0.1 but not in 67.0.4
