Similar to bug 1568204: PHC was expected to cause some minor performance regressions. I considered this acceptable because it's enabled only on Linux64 Nightly builds.

Yep, we added an additional 64 * 4KB pages to each process, so this looks like what we expected. Thanks for the report Florin!
