STR:
- Open about:addons > themes
- Click [Install Theme] button of Recommended Themes and click [Add] button in door hanger dialog
- Click […] meatball menu of the theme and choose "Remove" menuitem, and Click [remove] button in a confirmation dialog

Even if restart browser, the problem persists
