Somehow the lto function in bug 1563204 can refer to target, but not actually depend on target. Which seems bad, but also works currently. If you move that code around, however, it no longer works, which needs to be fixed for some other work I am doing.

Ugh, never mind, somehow my try pushes with bug 1563204 worked, but failed when things were actually pushed to inbound. We'll just fix the issue there.
