Details
Since bug 1554174 VP9 in MP4 support is no longer gated behind a pref. In that bug I've already done some work on creating test media, we just need to adapt it into our current test suite.
Ideally we'd use a shorter bipbop file so as not to extend test run time too much -- we just need to ensure that if we create a short testcase that it actually has encrypted fragments (some packagers will provide a clear lead, and short files can end up being entirely clear lead).

Looks like bug 1339204 did this some time ago and just made sure the pref was toggled for tests.
