With the landing of bug 1395254 this service is no longer required and can be removed from
- DNS
- TLS Certificate
- Heroku
- Monorepo

Ah, in a stroke of good luck, this service does not have an API so treeherder.taskcluster.net doesn't exist and I can skip the first two steps.

I've scaled the Heroku service down to zero dynos. I'll leave it there for a bit until we're sure we're sure.

I deleted its queue, too, as it was already overgrowing. So, if we turn it back on, we've lost data (but it will start working again).

https://github.com/taskcluster/taskcluster/pull/1165 to remove from the monorepo. I'll wait a day or so longer to delete the Heroku app (leaving it in place makes it easy to restart this app even without the source in the repo).
