Steps to reproduce
- Go to https://testdrive-archive.azurewebsites.net/Graphics/Warp/Default.html
- Use the mouse to twist the image
Expected result
- The border remains intact.
Actual result
- The border disappears in some places.
Regression range
- If this is a regression, it's an old one. I can reproduce the issue on Nightly from 2017-01-02. I will try to find a regression range if there is one.
Additional notes
- [Ubuntu] On Chrome the border is not present. So I am not sure that there should be any border all together.
- [ Windows] The border appears on Chrome, too.
- Please look at the attached gif.

After using mozregression, this is the range I came up with, not sure which bug could have caused this though:

I don't see any border on my Win10 (Intel GPU) machine.
Can you attach a copy of your about:support? (or at least the Graphics section?)

Happy to take a patch for 70 or beyond.
Since we are getting close to the end of the 69 beta cycle and this is set to P3, I'm marking it fix-optional for 69 and 70 to remove it from weekly triage.
