Steps to reproduce:

  1. Launch the latest Nightly
  2. Open a new private window
  3. Navigate to https://www.mozilla.org/en-US/
  4. Resize the window, until the vertical scrollbars are displayed

Actual results:
In the tabs bar, the "+" button overlaps the "<>" buttons. Please see the screen-cast for more details.

Expected results:
The buttons do not overlap. This overlapping is not happening in regular windows.

The priority flag is not set for this bug.

Yes, I am still able to reproduce the issue on Windows 10. I can't reproduce it on Mac OS X 10.14 and Ubuntu 18.04.
