Currently using H2 and H3, could be H1 and H2 instead.

Pages should always start with an H1 for the main heading, and use H2s for sections and H3s for subsection headings etc., be consistent and not skip heading levels.

Bugbug thinks this bug is a task, but please change it back in case of error.
