Thanks for filing, I did reproduce on Windows 10 with Firefox Nightly 70. As soon as you right click somewhere and the menu opens, then scrollbars appear on the side of the browser toolbox and you can scroll vertially a little bit.

I can't reproduce it on my machine (Firefox Nightly 98 + Win 10), closing
