This is something we should consider, given that our policy is generally to allow folks to opt-out.
We could use UI Tour to trigger it from the the remote page (see https://bedrock.readthedocs.io/en/latest/uitour.html#setconfiguration-name-value), and/or expose it in about:preferences.

The "Recommend features as you browse" setting under Preferences > General > Browsing is probably the best indicator of whether or not it's okay to show the moments page. I think Jim should weigh in on this and then we can make a decision for 70 and going forward whether the moments page can be opted out of.

Clear a needinfo that is pending on an inactive user.
Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE.
