STR:

1. Go to https://senglehardt.com/test/cookie_restrictions/simple_iframe.html.
2. Press reload.

When the page is reloaded, the tracking protection icon in the address bar is replaced with the green lock icon, and the tracking protection UI is no longer visible in the door hanger.

Hi!
This is reproducible on ESR 68.1b4, Beta 69.0b10, Nightly 70.0a1 (2019-08-02) with OnePlus 5T (Android 9).
Also reproducible in private mode.

Adding [fennec68.1] whiteboard tag because we want to fix this in Fennec ESR 68.1 to coincide with desktop Firefox 69 enabling ETP by default.
