With cross channel and in particular Fluent wild-cards, there are a few things to keep in mind when exposing localizable files that are not yet ready for l10n. And also what to do when they're ready.

This should go on firefox-source-docs.

We might want to clean up the existing docs first, as it's really cumbersome to find stuff right now.

Tentatively assigning to myself already, though.
