This bug is a meta bug for enabling platform encoder in webrtc call.
The benefit to use platform encoder in webrtc call are (1) allowing us to leverage the hardware encoder if the platform supports (2) allowing us to encode h264 on Android because we can't use openh264 anymore on Android because of google's policy.
