Steps to reproduce:
Download a PDF file from the internet and launch it from downloads.
PDF then updated with newer information.
Re-download the PDF file that has the same file name.
Try and launch the newer PDF file from downloads but it first version launches.
If I clear history and download the PDF again I get the newest version!

Expected results:
When I download a newer version of an existing file Firefox should load the latest one downloaded .... not the first one!

It's unclear to me how to reproduce the problem from the steps provided above.
When I download the file for the second time, the "Downloads" list two entries. The latest entry offers the latest version of the file.
Do you have a different experience?

Weird, can't reproduce it today! Yesterday it happened every time! I have turned off computer and restarted since then! Tried it numerous times today and it works OK. Sorry for sending you on a wild goose chase.
I was not able to reproduce this. I tested it on Windows 10 64bit with Firefox release 68.0.1
Opened these pdfs:
www.africau.edu/images/default/sample.pdf
https://gahp.net/wp-content/uploads/2017/09/sample.pdf
Saved them to my hard drive, then opened each file downloaded and i saw the different documents.
Since now it works for you i will mark this as resolved.
If the issue is still reproducible in the future, feel free to reopen the bug with more information
