When I click the toolbar button to set the background color in Composer or Mail
Compose, nothing happens.
Reproducible: Always
Steps to Reproduce:
1. Open composer window.
2. Click button to select background color.
3.
Actual Results: Nothing happens.
Expected Results: Window should drop down with color palette.

Confirmed, background colour cannot be changed, foreground colour can.
This is similar to Bug 157125 where the foreground and background colours cannot
be changed in Mail Composer.
