It seems like every localized package for every platform on Nightly (see for instance http://archive.mozilla.org/pub/firefox/nightly/2019/08/2019-08-05-09-54-13-mozilla-central-l10n/firefox-70.0a1.en-CA.win64.zip) is currently getting the META-INF directories for the two omnijars (one in the package root and one in browser/) included in the package. The en-US packages do not have these directories present. The manifests in the directories appear to indicate that they are for the en-US build, not the localized builds they are actually being included with (the ones inside the omnijars are correct). I don't see the rest of the files from the omnijar in the package, just the META-INF directories and their contents. I haven't checked other channels and I'm not sure when this started. I don't think this is causing serious problems because those files shouldn't be used for anything, but it doesn't seem intentional.
