In an URL where the EOL character is a linefeed (^J), the linefeed is not
laid out at all.

I guess this is you
This document also ends up without a body element in the content tree. This
confuses the editor and the output code (plaintext output comes out blank,
because the html to text output sink doesn't start until it sees a body tag).
Is this normal, i.e. do we need to be able to handle content trees without a
body, or is this a bug?

Most likely this was a regression in either the html parser (which handles
plaintext documents) or the registration of content viewers. Since it's fixed
now I'm marking it fixed.
