Steps to reproduce:

In Firefox, type
alt-f7, the caret browsing dialog opens
shift-f7, the caret browsing dialog opens, then developer tools opens after dismissing it
On a Mac, command-f7 opens the caret browsing dialog twice

Actual results:

the caret browsing dialog opened when it shouldn't

Expected results:

Only the un-modified F7 should open the caret browsing dialog

I have managed to reproduce this issue on latest FF release 68.0.1, latest Nightly build 70.0a1 (2019-08-12) using Mac OS X 10.14.
On my end, both command-f7 and alt(option)-f7 opens the caret browsing dialog twice. With shift-f7, the caret browsing dialog opens, then developer tools opens after dismissing it just like you mentioned above.

I will move this over to a component so developers can take a look over it. If this is not the correct component please feel free to change it to an appropriate one.
