I opened a new tab and put that URL into the address bar. The mail and news
started loading in the page area (where web pages are normally loaded) and the
mail folders (inbox, sent...) and news accounts kept rearranging themselves. I
tried to find a pattern and I think it is cycling through all email and news
accounts and sorting them.

Reproducible: Always
Steps to Reproduce:
1.  Load chrome://messenger/content/messenger.xul into the browser


Actual Results:  The mail and news appeared and kept reloading.

Actually, I suppose I should add a more thoughtful explanation. So here goes.
Loading messenger.xul into a browser window is not supported in any way. That
it even loads and 'sort of' works is a quirk. We could explicitly prevent 
people from doing this, but if you even know that URL, then it seems sufficient
to just say "don't do that".
