157260 - URL bar does not treat search terms as anything but URLs

If you type search terms into the URL bar and hit <enter> (without selecting the
"Search xxxxx for" option), the browser treats the search terms like a URL,
which is the proper behavior. However, if you select the search terms you
entered, and then select the "Search xxxxx for" option to (correctly) perform a
search, the browser will continue to treat the search terms as a URL. Clicking
the "Search" button will properly perform the search, but the "Search xxxxx for"
option will not.

Verified in build 2002070908 PC/Win98.
1. Enter search term, press enter. URL error occurs.
2. Put focus back in URL bar.  Arrow down to search option.
3. Press enter.  Another URL error occurs.

Yep, I've seen this bug, and it's really annoying.  I understand the first time,
although it annoys me then, too (maybe it could start searching for those terms
if it can't look them up...especially if it's one word or two, which is
obviously not a URL).

The only workaround so far is to change the text slightly (like adding a space
and deleting it).
