157272 - Inconsistent font selection for non-English characters

If you look at the homepage for http://mozillapl.org/ Mozilla 1.1a is not making
a consistent font selection for Central European (Latin-2) pages.  Instead of
using a single font to render the page, Mozilla switches between the system font
and a font capable of rendering latin-2.  It renders all of the gylphs which are
in the system font in the system font, only using latin-2 for those glyphs not
in the system font.

I think, and it's been a while, that the appropriate behavior is to render the
page consistently in a font which supports the charset of the page.  In the case
of this particular page, it does not do any font overrides, so it should be
rendered consistently.  If you look at the same page rendered in IE, IE attempts
to use the same font for the entire document. Neither rendering is completely
correct, but the IE one is closer to the behavior described the the W3C i18n
working group.

I agree, it should render the whole page in the same, latin-2 capable, font.

It would be nice if the severity on this bug was raised to since the layout/font
problems make it difficult to use Mozilla for scholarly work using Asian
(particular Chinese) languages.

The test case in attachment 128136 [details] is not so good because it doesn't specify any
font at all. Bug 180914 has a more revealing test case.
