Steps to reproduce:

Using firefox quantum, 68.0.1 (64-bit)
Attempt to download this link, https://downloads.raspberrypi.org/raspbian_lite_latest

Actual results:

The download speed with continually slow down until the download fails.
After clicking retry, the speed goes back up but then cascades down again quickly and will fail the download again. This makes it impossible to download this file.

Expected results:

Using the same link the download completes correctly in chrome, thus making me think it is not an issue with the server.

The download should complete.

The same download works fine for me. I'm not sure what's going on in your case, it's possible that a log from our http logging code would help. Moving to networking for that reason.

In the meantime, have you tried a clean Firefox profile ( https://support.mozilla.org/en-US/kb/profile-manager-create-and-remove-firefox-profiles - you can keep your existing profile and not lose data, just try a second, clean one to see if it makes a difference) to see if the same problem happens there? If not, can you attach your support data from the profile where it doesn't work, please (help > troubleshooting > copy raw data to clipboard, then paste the result as an attachment into https://bugzilla.mozilla.org/attachment.cgi?bugid=1572899&action=enter ) ?
