Even Bitstream Cyberbit does not contain these glyphs. Fallbacks may be desired for common characters such as the Windows extensions of ISO 8859-1 (in CP 1252) but I wonder whether ⟨ and ⟩ deserve such special treatment. Accepting bug for now, with late milestone assignment.
