1573116 - Land debugger prototype for multiple processes in the browser toolbox

We have some existing work around prototyping fission, such as supporting multiple processes for the debugger that can be landed and used. One of those prototypes is the debugger: https://phabricator.services.mozilla.com/D36616

There is some clean up work to do to get this working properly.

1. get the Sources UI to display the processes, as it does for the workers
2. refine the flow of data, so that we can update sources for both workers and debugger and we do not duplicate code or have special codepaths for target types.

At the moment the patch has a unique path for the processes, and it is not displaying in the sources
