On latest Nightly, the about:protections report shows 0 social trackers blocked. Looking thru the code and lists, it looks like Firefox isn't downloading the new social-tracking-protection-* block-lists.
STR:
- Go to about:url-classifier
- Check the "Features" section; verify that socialtracking-annotation and socialtracking-protection are enabled
- Open the Browser Toolbox network panel
- Click "Trigger Update" on the "mozilla" provider
- Inspect the network request to https://shavar.services.mozilla.com/downloads?client=navclient-auto-ffox&appver=70.0a&pver=2.2
Expected results:
The Params payload should include the new social-tracking-protection-* lists.
Actual results:
The Params payload does NOT include the new social-tracking-protection-* lists.

Confirmed issue with 70.0a1 (2019-08-12) on Windows 10.
Verified fix with 70.0b8 on Windows 10, Ubuntu 16.04, macOS 10.13.
