If the contextual tip is present and the user arrows up/down to the tip then its button should be selected (so that clicking Enter would click the button)

In the patch linked above, the contextual tip is selectable and it's part of the results in the urlbar view but some urlbar tests are failing. The patch is left as is because my internship ends soon and I'll be working on the search tips extension.
