Steps to reproduce:
I uninstalled and reinstalled Firefox on my machine.
I synced up the versions of Firefox on the two machines I am trying to share bookmarks from.
I have tried several different pathways to logging on.
Actual results:
clicking the Sign in to Sync button, on page with 'Sign - in' button, no matter how many times I click, it does not work. Create an account also does not work.
When I reinstalled and got a different login page, when I enter my credentials it gets stuck on loading and never finishes.
Expected results:
It should log me in to my Firefox account so that I can sync my bookmarks from one machine to another.
The 'Sign-in' button should re-direct me to where I can enter my credentials.

Thanks for the report; is there anything unusual about your setup with respect to Sync, such as trying to use a self-hosted sync server or working behind a corporate firewall?
I've never seen this before so it's hard to know how to diagnose, but some ideas include...
clicking the Sign in to Sync button, on page with 'Sign - in' button, no matter how many times I click, it does not work.
If you open the browser console while clicking on these buttons, does it show any errors or other hints about what might be going wrong?
You could also follow these instructions to see if there are any error logs generated by Sync, and attach them to this bug if so.

On the page where you enter your credentials, please try opening the web console and see if there are any errors logged.

giving this a bump - it should probably be re-checked in the latest release of Firefox (71) since we've updated the ui with the decouple work.

This screen still works fine for almost everyone and has had significant testing with the recent work. We haven't heard from grasshoppstudios for 5 months, so I'll close this because it's not actionable, but if grasshoppstudios does have more info to share, we'll still see it.
