User Agent: Mozilla/5.0 (X11; Fedora; Linux x86_64; rv:68.0) Gecko/20100101 Firefox/68.0
Steps to reproduce:
This is a very recent issue on Fedora 29 and maybe not related to Firefox, but very reproducible on Firefox. I also experimented many memory overflows on disk cache while my laptop has 8 GB of memory.
For example on a loaded page, Firefox freezes continuously during few seconds when I scroll the content. All the UI is not responsive.
It could be a delayed refresh of the window ???
I suspect this issue is related to a package update.

Hello,
I have tried to reproduce this issue on Ubuntu 18.04.2 without any success.
I have tried to raise the memory usage as well and updated several versions of Firefox starting with 68.0.2, 69.0b14 and Nightly 70.0a1(2019-08-20) while also having 5 to 10 tabs opened with different amount of content without having Firefox slow down or freeze.
The System Monitor tool showed no abnormalities while using Firefox under stress.
Can you please re-test it while in Safe Mode ? Safe mode info can be found at this link : https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode .
A re-test while using a new profile might help well. Info about creating a new profile is displayed here : https://support.mozilla.org/en-US/kb/troubleshoot-and-diagnose-firefox-problems#w_6-create-a-new-firefox-profile .
You can also test to see if this issue occurs on the Nightly build as well. The build can be downloaded from : https://www.mozilla.org/en-US/firefox/nightly/all/ .

I suspect a compositor issue in KDE X11 because application refreshes occurred when the mouse was moved on the KDE panel.
Moreover I found that OpenGL was disabled in the compositor due to a Plasma crash.
For some reason, this issue was very frequent for Firefox.
I think now it is gone.

I will mark this as works for me based on comment 2. Feel free to reopen in case that the issue will re-occur.
