Steps to reproduce:

Related to Orca screen reader

  1. Press alt-b or alt-h to open the Bookmarks and History menu
  2. Try scrolling down the menu

Alternatively, you can do:

  1. Run accerciser
  2. Monitor firefox for object:selection-changed and object:state-changed
  3. Arrow up/down in some menu that's not bookmarks
  4. Arrow up/down in the bookmarks menu

Actual results:

The focus moves (if you press Enter, you get a result, a command runs). But nothing is returned to the accessibility tree.

OR:
You'll see that other menus emit events; bookmarks does not.

Expected results:

Orca should return the command in the menu on which is the focus.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
