Engagement study to determine impact of enabling DoH for US users on an opt-out basis

Business purpose for this request (required):

DoH is a privacy enhancing standard that Mozilla supports and wants to adopt. However, we need to ensure that it doesn't create a negative experience for our users.

We'd like to begin the rollout on Sept 24th
