1573959 - Change value of utm_source for monitor and send links in FxA toolbar

The new version of the FxA toolbar menu includes links to monitor.firefox.com and send.firefox.com. We attach utm_source to this link with a value of firefox.

We should change the value of utm_source to be something more distinct, such as fxa-toolbar.

We would use this parameter to attribute logins/signups on the monitor and send websites to the toolbar menu. The monitor/send websites will forward the value of utm_source to FxA by attaching it to links that lead into the FxA funnel.
