Filing a bug as requested by @zalun in #conduit on Slack.
Running moz-phab with no arguments fails with an error if Git is not available in the shell. This happens even if Mercurial is available and we are running moz-phab from inside a Mercurial source checkout. @zalun says the behaviour is unexpected, and that moz-phab should work if Mercurial is available.
