From bug 1570336's review. We want a way during testing to detect when Messaging System finished evaluating all messages that could potentially add changes to the browser chrome. For example the badge for FxA accounts button or the What's new badge.
However, can you file a follow-up to try to force the badge to be in the final state before these tests run? Perhaps adding a function call here: https://searchfox.org/mozilla-central/rev/c7e8bc4996f979e5876b33afae3de3b1ab4f3ae1/browser/base/content/test/performance/browser_tabopen.js#26
