Rust 1.37 is now in release and has stable support for PGO, we'd like to update all platforms to use it prior to the next uplift.

It looks like there some upstream issues on Windows and Mac:
- cubeb-coreaudio-rs
- Bug 1574276 - BITS client library fails to build on Rust 1.37

It looks like Chun-Min has a fix for this upstream and is planning on merging into gecko shortly. Chun-Min, can you let us know when this gets merged?
