I'm not sure if this is cookies related or what, but I just tried to file a bug
report with mozilla, and after first going to "Enter new bug" it promoted me to
log in, and then after filling out the Enter Bug form, it prompted me to log in
again.

Nope. Last night's build (10/6/99).

Are you sure you have cookies enabled?  I just tried this using a
build from 10/10/99 and it works fine for me.  If you are still seeing the
problem, then please re-open this report.
