context menu hidden by Bookmarks folder

Steps to reproduce:
Starting with a new profile:

Make Bookmarks Toolbar visible. (E. g., right+click in open space next to the tabs, then click on "Bookmarks Toolbar" so it gets checkmarked).

Right+Click in the Bookmarks Toolbar and select "New Folder" and give it a name.

Create a bookmark in that folder, e. g., by dragging the lock icon in the URL bar into the folder.

Now, when you click on the folder on the Bookmarks Toolbar to open the folder, you can Right+Click on one of the bookmarks in that folder to get a context menu.
Actual results:
The first time you Right+Click on a bookmark in the Bookmarks Folder the context menu is under the folder contents, instead of on top. While you can see this with just one bookmark in the folder, when there are many bookmarks you don't see the context menu at all.
On the second right+click, the context menu is on top where it should be.
Expected results:
The context menu should be on top, even for the first right+click.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
Past couple of days the "right+click on a bookmark behavior" has been normal; will keep an eye on this.

please reopen if it happens again. Considered this is Nightly things may break daily.
