The Downloads button in the toolbar has an Auto-hide option. This option doesnt seem to be working when enabled. #nightly

Steps to reproduce:

Go to Menu -> Customize. Make sure the the Download button is dragged into the toolbar and the "Auto-hide" option is selected.

Actual results:

Now the Auto-hide option doesnt seem to be working when the downloads are not there and doesnt seem to hide.

Expected results:

When the Downloads start, the button springs into action and comes out displaying the download progress etc. And when the downloads are not in use, the button hides itself freeing up some space in the toolbar.

I have seen this work consistently since Firefox 69 as far as I can remember, the feature seems to have broken up in 70 or the most recent builds of 70. #nightly

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.

Can you provide precise steps to reproduce, ideally from a clean profile?
