The hg hook was added in bug 1394891.
These days we're using a blocking-reviewer on Phabricator, automatically set by Herald, and the number of commits happening outside of Phabricator is limited and monitored, so there's no practical need for this hook anymore.

The team is using a blocking reviewer set by Phabricator to
ensure a domain expert reviews the required code before landing.
So there's no need for this hook any more.
