Steps to reproduce:

  1. be on the dark system theme (macOS Mojave)
  2. open developer tools using Tools > Web Developer > Toggle Tools or ⌥⌘I

Actual results:

The developer tools appear in their light theme.

Expected results:

They should be shown in the dark theme.
If this is not possible for some reason, maybe there could be a third option under “Themes” in the developer tools settings: Dark, Light, and Auto.

I was able to replicate the issue on Firefox Nightly 70.0a1 and Firefox Release 68.0.2. I'll mark this ticket as NEW and add a product and component to it. Feel free to change it for a more appropriate one.

Thanks for filing. I'm turning this into an enhancement request. You can already change the theme from light to dark, but doing the switch contextually to the operating system's preference would be nice indeed.
I think Chrome does this automatically already.
