I don't know if Mozilla's Tech Evangelism is the right place to report this, but OpenOffice.org server does not support Explicit Congestion Notification (RFC 3168), so neither Mozilla nor any other software can contact openoffice.org on a machine with a ECN-enabled kernel. If this is the wrong place for this, feel free to invalidate this bug.
INVALID. mozilla has nothing to do with ECN; thats a TCP/IP option, and has nothing to do with mozilla evangalism. You should mail openoffice directly, and get their network admins to look into it
