This rule goes back to when focus was styled differently and also platform specific: https://searchfox.org/mozilla-central/rev/597a69c70a5cce6f42f159eb54ad1ef6745f5432/browser/themes/osx/browser.css#270-273

Afaict this rule doesn't visually make a difference anymore, and if it did we wouldn't want it to be Mac-only.
