Steps to reproduce:

Start typing localhost in address bar.

Actual results:

Have to enter entire 'localhost'

Expected results:

Until 66.0.2, localhost completed after only a couple of chars, that is, I am used to typing 'l' 'o' 'Enter' for localhost web site development on Linux Apache httpd.

I know you say 66.0.2, but it looks like you reported the bug using 68. Are you sure it started happening in 66.0.2 and not 68? I ask because we rewrote the address bar in 68, so we may have introduced bugs like this.

If you visit localhost enough, then eventually it should start autofilling. If you try repeating this many times -- typing it in and then hitting enter -- does it start autofilling?

Are you visiting localhost at a non-standard port (e.g. localhost:8888)?

Please accept my humble apologies. Of course I meant to type 68.0.2.
Apache httpd is configured for 127.0.0.1, which /etc/hosts calls localhost. "lo" generates half a dozen URIs from history containing 'lo', "local" generates a few less, like a localization tutorial from kde.org. It no longer autofills localhost, but the Library of Congress loc.gov. I tried deleting all of those links from history. Meanwhile, feel free to delete this, as I'm probably the only person with this issue, or mark it Not a bug. Will try an empty profile to see if it is simply a matter of my configuration. With half a dozen tabs open to Qt class references, I'm not testing in a repeatable environment.

Indeed my fault. Sorry for bringing this matter to your attention. I started Firefox with a new profile. In the second tab opened to localhost, autofill proceeded after 'lo' to localhost just like it was designed to do. For some reason, my default profile appears to be polluted. Under Default Search Engine, duckduckgo.com of course, with search ahead of history, I get "local news" "local weather" and all; with only suggestions in the address bar checked, I get to search for localhost. With no search suggestions, I still have to type the full localhost before regexes containing lo, loc, local vanish.
Since a new profile works as advertised, I'm closing this as resolved. I'm off to migrate my saved logins and form info to the new profile.
