The folder pane of the MailNews 3-pane window scrolls too far when the users
clicks on the scrollbar area below the elevator.

Reproducible: Always
Steps to Reproduce:
1. Populate the folder pane with enough items to enable scrolling less than an
additional full pane-height
2. Click the scrollbar beneath the elevator

Actual Results:  The pane scrolls an entire "page" whether or not there is a
full page of items to view, leaving a large whitespace.

Expected Results:  The pane should only have scrolled far enough to show all
pane items.

This doesn't happen using the scroll arrows or by dragging the elevator, and
using either of these methods after reproducing the bug restores the pane to the
correct scroll state.
