[Dark Theme] The colors from "Browse without being followed" panel doesn't match the colors for the panel header

Prerequisite:
- Dark Theme is enabled.
Steps to reproduce
- Open any site with a new profile or click on the shield icon from URL bar and then on the "i" symbol.
- Observe the "Browse without being followed" panel.
Expected result
- If the colors from the panel header are changed for Dark Theme, I think that the colors from the "Browse without being followed" panel should match.
Actual result
- The colors from the "Browse without being followed" panel are darker ( they match the ones from the panel header in Light or Default theme).
Regression range
- I don't think this is a regression.

FWIW, I brought this up with UX when we were implementing and IIRC I was told that it's fine. The background gradient is part of the image and not set in CSS or anything, so we'd need a separate graphic for dark mode to fix this.
