This seems to happen rarely, P3 for now, we could move to P2 if the intermittent rate becomes higher.
(I will try to reproduce it along with enabling some user counter logs)

Looks like that probably did the trick. That fix landed in firefox 79, and the subsequent failure reports here were all for version 78, I think. (And we've had no failures in several years now.)
