1576957 - Various changes to tests running on ash

On ash we're currently trying to run the raptor tests with fission enabled (but they're always failing with errors about uploading artifacts). We don't need these tests with fission enabled, but we would like to run them without fission enabled.

We also don't care about shippable builds or QuantumRender builds/tests on ash, so those should also be disabled to save on resources.

Andrew, Neha told me you might be the right person to look at this. If not, could you please redirect to someone who is?

I'd like to gently push back on this one. We actually don't even run linux64 opt tests on inbound or autoland because they very rarely fail on their own (without breaking debug or shippable). So might be better to just leave them off to save resources.

If you'd still like them enabled anyway, let me know.
